Our local leadership team brings decades of experience in delivering high‑quality community health services, with a shared commitment to helping people live healthier, more independent lives. They are focused on making preventative, accessible care work well for everyone—ensuring our services are safe, responsive and shaped around the needs of the communities we serve. United by a passion for continuous improvement and compassionate care, our leaders guide our teams to deliver the best possible support for patients and families, every day.
We’re all part of HCRG Care Group, the UK’s largest specialist community services provider and benefit from a national leadership team, including subject matter experts who help directly with our work in Bath and North East Somerset, Swindon and Wiltshire.
Val Scrase
Regional Director
A registered nurse and experienced leader in community health, she played a central role in shaping the BSW transformation proposals and now oversees delivery.
Val brings strong clinical insight and a deep commitment to prevention and system-wide improvement.
Joanne Meacham
Deputy Director of Operations
Most recently, Jo served as the Head of Nursing in BaNES and the Chief Operating Officer for Wiltshire Health & Care. She is passionate about ensuring people have access to harmonised and personalised care, and she is enthusiastic about the opportunities to transform and shape community services across BSW through the stepped care model and the 10‑year plan’s left‑shift approach.
Jo is a strong collaborator who works hard to build and strengthen credible, effective relationships with health and social care partners across the system.
Hilary Russell
Head of Quality, Safety and Safeguarding
Her role involves close collaboration with clinical teams, commissioners, and regulators to ensure high-quality care delivery and continuous improvement. With extensive experience across the NHS, charity, and independent sectors, Hilary has successfully introduced innovations and quality initiatives to enhance care.
A proud nurse, Hilary is deeply committed to delivering exceptional care for all, regardless of their needs or circumstances.

Head of Partnerships
Phil champions co-design with service users especially underserved communities and joined us from a highly regarded CEO role at a South West charity.

She holds a range of influential roles across the system, including serving as the Swindon representative on the Wessex Local Medical Committee, acting as a coach and mentor through the BSW Training Hub, and leading regional innovation projects as Clinical Lead for Health Innovation West of England.
She also supports the professional development of peers as a GP Appraiser for NHS England South West.
